Hon. Colonial Secretary,
In connection with my letter No. 24 with
reference to the appointment of Dr. W. V. M. Koch to a position
in the Hongkong Medical Service, I think it right that I should
place on record a statement of his service in this Colony and
my appreciation of his work,
Dr. Koch was appointed as Supernumerary
Surgeon attached to the Colonial Hospital in July 1829, and was made Senior Assistant Surgeon in September, 1900, during his service he has had various acting appointments, a detailed state- ment of which is appended hereto.
Some of these appointments entailed
great responsibility and called for administrative talent 28
well as medical skill. Dr. Koch has discharged all the duties
imposed upon him with ability and discretion and to the satis- faction of his head of Department.
While wishing him success in his new
field of action, I cannot but regret his departure, which I
consider a serious loss to the Colony.
I would suggest that a copy of this
letter be forwarded to the Secretary of State for transmission
to the Governor of Hongkong.
